    One eye-opening stat.

    An acre yields more than 3x the corn in the US than in Mexico.  Moreover, it costs LESS to achieve that 3x yield than it does to yield x in Mexico.

    Aspe knew this back in 94, so he asked for the long (14 year) grace period.  Yet, the subsequent Mexican governments have refused to address the productivity gap.

    Why?

    It would cost money, lots of money.  And it's more important to ensure that Azcarraga and Zambrano not pay taxes on dividends or capital gains, than to help farmers better compete.
