    1. Has anyone tipped off Feingold and Dodd about this?
    1.  Has Dodd (or anyone else) in fact objected to unanimous consent on this bill?

    Because the C-SPAN crawl says the vote is scheduled for 2:00 p.m.  How can that be without unanimous consent?  If there is a filibuster, they can't schedule the vote, can they?

      were last night, a UC to modify the Judiciary Committee substitute amendment (I don't know exactly how, presumably relatively minor) and a UC providing that when the Senate convenes today at 9:30 it would resume consideration of the FISA bill.

      So as I see it, first Reid has to make motion to proceed and (if Dodd filibusters as is his right) file cloture on the motion to proceed, before we even get to the vote on the amendments and the underlying bill (each of which are in turn subject to extended debate and might require cloture).

      In short, I think the 2:00pm vote is wishful thinking on Reid's part.
