    Is state by state.  Already we have several states trying new plans, and, as pitiful as most of them are (such as in Mass.) they are still something that would most likely never happen at the national level at this point (which is arguably a blessing).  My own home state of CA has a nearly flawless universal single payer bill in a nearly veto-proof state in the assembly: SB840.  The gubernator vetoed it last year but it will be reintroduced this year.  Check out onecarenow.org, and  if you are a Californian please visit healthcareforall.org and join up (dues are very minimal, $25 per year for a single, $40 per family).  I am heartened that this issue is gaining prominence.
