    Remove them, and you have chaos, failure and the pain that comes with it. Keep them minimally functioning and you can avoid addressing the larger issue without paying a price for the failure.

    It wasn't long ago that the President of a local League of Women Voters told me that in her opinion the US has become a safety net for Mexico's economy in that same sense.  Rising up against the status quo will not happen as long as the desperate have a place to turn.  And yet, we cannot in good conscience turn away the neediest, for health care or (in my opinion) for a place to live and work and support their families.
