    Perhaps the statement that FDR declined to include national health insurance in his New Deal package is misleading.  I don't know exactly why it wasn't included in his initial programs, but it seems likely that he had other priorities at the time. Certainly a collapsed economy and foreign policy problems may have stood in the way.  He did, however, promise that when the war was over, his first two priorities would be a GI bill of rights that provided education for veterans and a national health insurance program.  I heard him make this promise myself (PBS American Experience series).  I have no doubt that had he lived just a short time longer, he could have accomplished not only the GI Bill but health insurance as well.
