not even being a convicted liar could keep Elliot Abrams out of the White House.  It would seem none of those on your list have paid any price whatsover for their historic wrongness, Wolfowitz's humiliation was for unrelated corruption.

Our only hope is that at some point we will have leaders who reject their advice.

          with Wolfie and PNAC?
           Oh, I see:

In addition to his services as an arms dealer and importer/exporter of weapons and ammunition, Viktor Bout has allegedly offered some sort of private military assistance to the Afghan Northern Alliance and United States in those countries' on-going war on terrorism. According to journalists Stephen Braun and Douglas Farah, Bout approached the American intelligence community (specifically the FBI, possibly the CIA as well) sometime after the September 11th, 2001 terrorist attacks on the World Trade Center with a contract of services to help combat the Taliban and Al-Qaeda in Afghanistan.[20] While the American agencies have not disclosed their final decision on the matter, documentation has been obtained by Braun and Farah which indicated that these agencies were interested enough to allow Bout to fly to the United States on at least two occasions for face-to-face discussions of his sales pitch. (It is important to note that trips of this nature would have required a temporary waiver of his American travel ban, evidence of which Braun and Farah also claim to have obtained.)

What about the Interpol warrant? Geezelouise!
            The movie was too sympathetic.

Nicolas Cage's character in the 2005 film Lord of War is said to be partially based on Viktor Bout.

Finally Some Action on Viktor Bout 26, 2005

Finally Some Action on Viktor Bout

Well, the Treasury Department today announced its long-anticipated designations of Viktor Bout's people and front companies. Bout, provider of weapons to the Taliban and most sides of most wars in sub-Saharan African in violation of U.N. embargos, has long escaped scrutiny in the United States.

The reason the announcement was delayed by several weeks was the inclusion of U.S. citizen Richard Chichakli, Bout's U.S. financial handler. Including U.S. citizens requires a higher threshold be reached before the person is designated. Of the 30 companies and four individuals designated, he is clearly the most important and newsworthy. Nine "Chichakli-controlled firms" were also designated, showing just how active Bout's financial network was in the United States.

          Evil.
Wiki failed to mention this update. There is a later update in 2007.
