    Thank you for sticking to basic law.  What puzzles me is that lawyers write such incredibly contorted laws once they are in congress.  Yes, I realize many are simply unconstitutional.

    The limit of 97 million dollars actually made me laugh when I first read it.  I mean, no one is able to do anything like coup coordination with 97 million, and the U.S. agents working to unite Kurds and the various Arab factions were always, always, always asking for more money for everything.  Meanwhile the groups were blowing up each other's top figures.

    The effort was scrapped.  Yes, we cut and ran.  It was the very best thing to do (though some operatives will still say there was hope).  Unfortunately BushCo saw that as a failure of those involved, not the acknowledgement of a bad idea.
