        Okay, to spell it out:

        The US was allied with the Kurds, because they helped make the Iraq invasion look better.  So, the Turks are raising the costs for the US of that alliance, which makes it harder for the US to stand by them.  Further, the Kurds and the Shia are embroiled in a conflict over Mosul.  The Turks are encouraging the Shia militias to get involved in the fighting there, both by depleting the strength of the pershmerga and by giving the US motivation to not try to prevent Shi'ite militias from taking on the Kurds.  Lastly, I would guess the timing is related to Kosovo.  What the Turks don't want (like the other opponents of Kosovarian independence) is for the US and other nations to support the independence aspirations of their own ethnic minorities.  Taking action now helps drive home the lesson that the costs of supporting the Kurds (like the Kosovo Albanians) are sufficient to warrant a lack of support of their aspirations on principle.

            So, the other signal is for the Shia to go after the Kurds, since the US won't fuck with them and mess up the truce.

            Makes sense.  Either way, we're unable to withdraw the bulk of the "surge".  By escalating against the Kurds now, they get maximum advantage.  We can't do much about it anyway, we won't escalate offensive operations with an election underway, and a Democratic victory might mean the US is going to take a less active role in Iraq anyway.  So clearly, the time to change the facts on the ground in Kurdistan is now.
