    I live in this district and though parts of it are extraordinarily wealthy and Republican, there are less wealthy and more progressive pockets within it, too. College undergrads, grad students, medical students, young urban professionals etc. occupy part of the district as well.  Some of the precincts in this district went overwhelmingly for Obama in the Prima-Caucus here.  Not to mention the existence of the organization called ROAD Women (River Oaks Area Democrats).  River Oaks is one of the wealthiest neighborhoods in Houston, if not Texas.

    Demographics in Houston are far different now than they were when Bush I and Archer held office here.  

    There is hope all right but I agree it will take a lot of work and boatloads of money.  The Katy Freeway (I10) project and Richmond Lite Rail bait and switch are good trashing points to start with.
