    Each state has its own open records law. Some are stronger than others.

    City council members get opportunities to grill them.

    Depending on the Department, the chief may not be fully aware of datasharing. The FBI runs "Joint Anti-terrorism Task Forces," with 1 to 3 officers detailed from each Department in a metro area.  These officers may be implementing data transfers behind the back of their nominal superiors.

    When the municipal Department's resistant, they may workaround through the County Sheriff.

    Since the Philadelphia PD was barred from infiltrating political groups by a Court Order dating from the '70s, when the Republican Convention came to town in 2000, they used the State Highway patrol.
