      Notice that all of Philadelphia County has reported (i.e. Northeast Philly), but much of Montgomery County remains out.  I'd guess that the outstanding parts of the district should lower Clinton's margin in the 13th, and prevent her from getting +3 there.

      In terms of the 7th, if Obama is winning Delco 55-45, shouldn't he win the 7th?

          It wasn't when I last checked.

          That being said, the Philly precincts in CD13 checked in a lot earlier than Montgomery County did (the pro-Clinton parts of Philly came in earliest), and 40% of CD13 is still outstanding.  Given that Obama came so close in Montgomery County, I'd guess that the outstanding parts of the district (in the district allotment) are mostly in Montgomery County, and that Clinton won't win by nearly as much as she looks to be winning by now.
