    are targets of these calls?  I don't know how to say without sounding rude or even racist, but I don't think an identity thief would target African American communities first.  

    Oh man, that was hard to write.  Forgive me if it offends.

      that african american communities are not as affluent as some others, and so the pickings wouldn't be as good.  

      Con artists are known for picking on the elderly, the lower-middle class or poor.  That is because they are safer marks than wealthy people.  If thieves break into the CEO of IBM's mansion, you can bet there will be a team of detectives assigned to the case.  Same thing with an identity theft situation.  But Grandma Perl, living out by herself off of Kill Creek road?  They wouldn't even file a police report.  

      I know someone who had her credit card information stolen and a ton of stuff bought on-line.  The police say they don't even have jurisdiction to investigate her case.
