    I have received this call in Virginia.  Twice.  I could not hear who the caller said he was.  It seemed to be garbled.  The first call was just before the Virginia primary in February.  But the second was just a couple of weeks ago.  The next state election is not til June, where there will be a Democratic Primary for my Congressional District.  The registration deadline is not until May 12.  I will email Facing South directly with more details.  Of course, I never received a packet.

        If the garbled voice sounds like a bad cellular connection, there is a high probability that the call is being made from a VOIP or IP-telephony carrier (Voice Over Internet-Protocol, or Internet-Protocol telephony) such as Vonage, Skype, etc.

        I can tell these things by listening to them.  Anyone with reasonably good ears should be able to tell.  

        Another characteristic of IP Telephony is that it occasionally sounds "burbly," like you're talking from underwater.  There's a cellphone carrier ad on the radio right now that uses the same sound quality for their trademarked "Hello hello hello" jingle.  

        Not all calls will have this characteristic: it occurs more frequently when there is a high load on the carrier at the originating end.
