    not all board members knew about this. In fact, a large scale conspiracy would be almost impossible. But lax board oversight does not absolve the organization.

    I don't work in telemarketing, but I have worked with many non-profits in print. They always have strict rules about disclosing their name and status. They almost always need to disclose funding as well. It's impossible to believe that stricter rules wouldn't apply here. No organizational name, blocked ID, fictitious human-- nope, no way. And no method for people to contact them? Or to know what organizational name to look for on the packet? That defies any kind of marketing logic, except for deceptive marketing.
