    I have been on numerous panels over the past few months and have found a wonderful "sparring" partner in a colleague who was part of Bush's Economic Council of Advisors.  And what we have discovered, which I guess should have been obvious, is that the FUNDAMENTAL difference between the Republican and Democratic plans for health reform is their underlying GOAL.

    The Democrats have many goals.  Universal Coverage.  Affordable premiums and out of pocket costs.  Comprehensive benefits. Access to timely, safe, effective, efficient, equitable and patient centered care (e.g. high quality).  The target of democratic plans are the American people and what they need.

    In contrast, the Republicans have one simple goal.  And that is to control costs.  But control costs for whom?  Patients? NO!  They want to control the costs to the government and to business.  And it is based on this objective, that the Republican plans let businesses opt out, try to reduce govt. programs, and transfer the responsibility for cost and coverage to the individual to purchase it in the marketplace.  And while they offer some tax-based subsidies, they are totally inadequate when faced with a family premium of $12,000 a year or more if someone in your family has  a pre-existing condition.

    I would summarize their approaches as follows:

    Democrats: Offering comprehensive, affordable coverage for high quality medical care to all Americans.

    Republicans: Health care cost containment for the US government and corporate America.

    Health care is a human right.
