    A foreign country will.  It's only a matter of time before one of these responsible parties is on vacation someplace- Italy, Austria, Germany, etc. - and gets arrested and put before the War Crimes Tribunal at The Hague.  It will happen, and Americans will have no say or approval/disapproval.  If only we could clean up our own house rather than waiting for someone else to do it for us.  

    Of course, that's why King George is heading to Paraguay once his term is over- no extradition there.

      if we found ourselves harboring war criminals.  Imagine, and ex president who could not leave the country for fear of being arrested and tried.

        On getting them on trial.  Problem is, most folks won't notice when their own pants are on fire, and when they do, they want someone else to put it out for them.  Perfect reason why Americans would be content with allowing the convictions to happen of foreign soil.  

        Can't they be tried at The Hague without actually having been arrested?  Then we would be truly harboring war criminals, and they'd be on the run for sure.

        There are places Henry Kissinger doesn't go for fear of being arrested.

        Government and laws are the agreement we all make to secure everyone's freedom.
