    This IS huge.  Moreover, it's a central pillar of the 'Republican' Party, post-Nixon.  Preemption is very desirable for industries that find it cheaper to lobby Congress than 50 state legislatures.  And when one federal agency is tasked with enforcing the law, it's much easier to control that, too.
