    that prevented banks from proceeding with foreclosure during the time a service person is deployed and for a period of time (say, twice or three times the length of the deployment) thereafter, to give the returning military personnel and their families time to get their lives back together.  Surely something like this should be do-able.

      there is such a law.  The service member is to be given that information prior to deployment.  It's up to them to contact their lenders and other creditors for forebearance.  Foreclosure proceedings after a deployment usually take longer as the states try to give the servicemembers time to become "whole" on their home loans.
