    This is a solution looking hard for a problem.

    Fact is, the counting of votes can be distributed.  This means no matter how large the population, the votes can always be counted in a timely enough fashion, such that machines don't add any real value.

    Secondly, the vote by machine is a vote by proxy.  What gets counted is WHAT THE MACHINE THINKS THE VOTER DID, not what the voter did.

    This is a pretty big deal.  Program the machine sloppy, get sloppy counts.  If the machines are closed, then nobody knows.  Also for extra fun, a good warm fuzzy, "computers don't make mistakes" PR run just muddies the issue.
