    GWB's powers as the executive (no matter how much he usurps) extend to the kind of SOFA described.  It seems to me that the breadth of the reported Bushco agreement, the one it seeks, is not permissible without Senate approval, that it does include either a stated or implied security agreement with a sovereign state (as if we believe Iraq is a sovereign power, but it seems to be so, at least legally!).

    Traditionally, the foreign basing of US forces requires a treaty in some form, while the SOFA is used only to define the conditions (legal and otherwise) of that basing agreement.  

    Am I wrong in this?  Please, any experts in international law, basing agreements, and SOFA's... I would like your views, yes?

      verbally opposed the right that Bush can bypass congress, but so far there has been no show down.  I am uncertain as to how that would happen including perhaps litigation (but he controls the federal courts now), but there should be loud indignation and

      concerted efforts by all Senators and Representatives and get subpoenas to bring in Petraeus and Cheney and Rice, and their subordinates who traveled with them to Iraq this past March to get this deal done.

        of the Bush admin. Time is running out on investigating the blitzkrieg of Dubya's f-ups during his reign. Congress and the next admin needs to keep at getting to the bottom of this.
