    While McSame McCain whines about tax increases on the wealthy, I'm sure that he and nearly all other Repugs would be aghast at what our founders proposed.

    In Federalist Paper 12, Alexander Hamilton wrote:

    The ability of a country to pay taxes must always be proportioned, in a great degree, to the quantity of money in circulation, and to the celerity with which it circulates.

    It looks like Hamilton was proposing a proportional tax on the movement of all moneys. In short, a toll tax on the movement of any money on the economic highway. Such a prescient proposal would almost surely have to await the arrival of computers and the ability to track all transactions.

    If such a proportional tax were the law, that would mean that banks that launder up to $1.5 trillion in drug money annually would have to start paying taxes for each time they moved laundered drug money from one account to another. For more info about this, click URL:
