    If you take out the second comma, which would make the sentence more understandable, it would seem to indicate that only "natural born citizens" are eligible, since anyone alive at the "adoption" of the Constitution have long since died.

    I think it can at least be argued that the part between the second and third commas pertains to the part between the first and second comma.

    Methinks that second comma is just an artifact of an older form of English.
