    yet another example of W. Bush's War on Words.

    A "Preemptive Attack" as one would logically define it would not be a  bad thing - along the lines of the FDR hypothetical you offer.

    As Bush defines it, it is nothing more than an unprovoked, wholly unnecessary assault - hardly even "pre-emptive" in the version of Iraq that existed in Bush's fantasy world.

    That you would compare the two only proves why such word games are so often played.
