    There's a difference between "prevailing wages" and "minimum wages" that is quite large.  Minimum wage applies to everybody and is $5.85 per hour, whereas prevailing wage on a federal project varies quite a bit according to which trade you're talking about, but it is at the top of the range for any given trade.

    Don't get me wrong, it's worse than unfair to workers for a company to shaft its workforce on a Davis-Bacon job (this is basically an attempted theft of workers' money), but the distinction should be made.
