    I've read that article you cited and it's waiting for a re-read. Excellent points. My hospital experience way back when showed me that an important part of preparedness is drill, drill, drill. Does some of "gap analysis" include real data from real emergencies, like hurricanes? (Just before Hurricane David, in Miami, we had preggos and assorted people with "preconditions" lined up in the halls and in every available bed - and found out that the staff had no place to lie down for sleep.) Does it include data from drills (we found out that there was a lot of chicken-head-cut-off running around)?

    BTW - Are you aware that 70% of smokers who die are nagged to death?
