    After a character in Terry Pratchett's Discworld series who noted that being poor is expensive. The rich buy the best and it lasts for years; the poor buy what they can afford, and have to keep replacing as it wears out. The poor end up spending more money over the same period of time as a result.

    In this case, Sam Vimes was referring to the quality of the boots he wears, having gone from poverty to marrying an extremely wealthy woman. He actually preferred cheaper boots, because their thinner soles let him "read" the streets of the city by feel, something very useful to him as a member of the city's Watch.
