    months, and I still don't understand what's at stake.  We're told the government can "open investigations" without some indicia of individualized suspicion.  Well, Ok.  And?  I guess what I'd like to see is a history of policy across different agencies.  Without that kind of context, I have a hard time finding substance to analyze.  

    And that fits with the objections I'm seeing, which are notable for how lukewarm they are ("Michael German, a lawyer with the American Civil Liberties Union and a former F.B.I. agent, said the plan appeared to open the door still further to the use of data-mining profiles in tracking terrorism.")
