  •  They should introduce a referendum draft (none)
    Whenever a war resolution comes up a national referendum is called.  Only those actually able to fight are allowed to vote (Men and women under the age of fifty).  If you vote for it, you're added to the draft pool.  If you vote against it, you're not added to the draft pool, but your taxes are increased by 5% in order to fund the war (assuming it passes).  

    That way, everyone voting for the war would potentially have to fight in it.  No passing the buck.  And if you're opposed you can't be forced to fight in an unjust war.  Since over 50% of the useful population would have to vote for the war, there should be a large enough pool to draw people from.  

    In Britain they admit to having royalty. In the United States we pretend we don't have any, and then we elect them president.
