    ...The Chief submits a budget WITHOUT a line item for the kit (in other words, someone has to notice something is missing) and she signs off on the budget.

    Is that the extent of our claim here? She signed off on a budget missing a line item that was there in years past?

      the legislature and governor start talking about how they have to pass a bill just for Palin's town.  If Palin thought that the city should pay for it, do you think she might have said, "we're charging for WHAT?  You're kidding!  I'll fix that right now!"

    •  Most budgets show year-to-year variances (3+ / 0-)

      so she would see that there was a difference.  In any case, they would have to have an invnetory on hand and victims would have to be reimbursed.

      REGARDLESS, this became an issue while she was mayor, and clearly before the legislature completed debate, voting, governor signing, etc. it had to have come to her attention.  She could have easily intervened and said "this is an outlandish policy that will be stopped immediately."

        Instead, she was obviously saying, "We're going to continue to charge rape victims for their evidence kits until the state passes a law forcing us to stop."

        Even if she never said those words, that is the message of her actions. And that's the message that counts. (We know all about what her words are worth.)
