Arken, who is claiming that flight restrictions remain in place?

I'm a pilot, so I have access to electronic FAA airspace briefing information (DUATS) that is more authoritative than the web site I have linked to earlier, and it only seems to confirm that there is no published flight restriction in the disaster area.

People can say that there are flight restrictions all they want, but unless they are published and disseminated to pilots, then there is nothing legally binding on aircraft operations.

Something to keep in mind is that no one but the FAA has the authority to impose flight restrictions.  Sometimes local officials get a little puffed up and try to impose them without the necessary authority.  Mayor Daley in Chicago has tried to get away with this for example.  But unless it comes out of the FAA, it just ain't so.

According to my briefing, Houston ARTCC FDC NOTAM 8/8191 was cancelled effective 9/18/08 at 1132Z, which works out to about 6:30 this morning local time.

I picked this information out of the thousands of lines of raw data that DUATS vomits forth for a proposed flight from Houston to Galveston.  But we can talk about the problems with FAA's weather briefings another time.

It's interesting that this TFR, though it does seem to have been in effect continuously, was not being disseminated yesterday through the more accessible means of the public web site.  I bet that has something to do with the Presidential VIP security TFR that was overlaid over the top of it for a few hours.

This sort of thing is actually a common grip among pilots since 9/11.  How can you enforce temporary flight-restricted areas without telling pilots when areas are flight-restricted?  Especially considering that violation is not a minor thing.  Not minor at all.
