fraction of whatever the "contractor" is being paid for having the idle truck of ice on the ground there.

I suspect that the longer the truck hangs out there, the more the contractor gets from the government.  And if the populace is still not getting essential needs met, then that just means more trucks with more ice not being efficiently delivered.

So, who exactly are the looters here?

The trucking company got around $4000 just to have the truck driven from OH to LA, and my family member is getting 50% of that $1000 per day just to sit there.  He's not happy at all about the situation but can't say much without fear of losing his job.  The trucking company isn't happy about the truck sitting idle.  It makes more money on the road.

Nobody made provisions for the truck drivers who are sitting there along the border.  Most of the trucks have sleepers, but there is nowhere to get a decent meal, they're going to the bathroom at a police station, and showers are hard to come by.

then.  I've been reading too much about contractor abuse from Katrina to Iraq, and so I made assumptions and cast aspersions without knowing the whole story.  My apologies.
