    why the CNN story doesn't mention the emergency contraception in the kits.  That's why she wouldn't pay for them.

      why.  It is just plain old bad and shocking that she obstructed law enforcement from catching and prosecuting rapists.

      I haven't seen any credible report that the kits contained those pills -- or that there weren't other kits available that DIDN'T have the pills. The Plan B pill wasn't on the market until about the time the state passed the law that mandated that towns pay for rape kits, which was several years into her tenure as mayor. She never expressed that concern and the police chief didn't bring it up when he complained about the new law, just the cost. Just because we on DK look at such reasoning askance doesn't mean that she wouldn't feel comfortable espousing such views in small, conservative, religious Wasilla. It's no more a stretch than the opposition to stem cell research and that opposition has a fairly large constituency among conservatives. I think she'd have felt comfortable publicly stating the pills as an excuse if that really had been her reasoning. But I don't really buy the idea that a) the pills were routinely included in such rape kits or b) that there weren't kits available that DIDN'T contain pills that Wasilla could have purchased. Why give her an excuse that sounds "principled," whatever we might think of the principle espoused? I think she just didn't care enough about the issue to expend the money on it -- which is a way worse indictment than that she's a crazy fundie who wants to impose her viewpoint.

        to confirm this, good point.  I would guess with the slandering the McCain camp is doing of Monegan, someone in the Troopers might be willing to inventory a rape kit and post the pictures (even anonymously) online, perhaps at mudflats?

        (a) Emergency contraception, in various formulations, has been widely dispensed to rape survivors by hospitals for about 30 years now.

        (b) Rape kits are not a product that would be purchased by the city, but would be billed to the city by the examining/treating hospital. However, the standard rape kit does not contain any medications, which would be dispensed from the hospital's pharmacy.

        The definition of "rape kit" also encompasses the evidence itself.

      she had the right to make a judgement call based on her personal beliefs about collecting evidence of an alleged crime.
