None of that is going to happen with a single brigade and it's unlikely in the extreme that they'd be announcing these deployments if they had activated any such plans."

      As David Greenberg in his book on Nixon notes in his chapter on the radical New Left perception of Nixon, the left-counter-culture "underground press" in '72 was full of conspiranoia that Nixon was going to declare martial law and cancel the Nov. '72 elections. Didn't happen then, despite there being substantial domestic unrest still (ROTC offices being firebombed regularly, for example) andit isn't going to happen now,either. The FAR RIGHT during the Clinton era also had these paranoid fears.
