    anything to do with it either?

    My own Congressman was one of them.  Today I called his office and let them know I supported the bill.  Tomorrow I'll be calling them and letting them know how unhappy I am that they couldn't arrive at a meaningful solution.

      this request framed and timed for its urgency by their own people.

      Furthermore, the assumption this bill was in any significant way "a solution" is seriously and honestly debatable. From my perspective, the bill was weak, weak, weak -- even on the merits being claimed by leading Dems.
