ACORN workers, out of what, thousands?
who were these workers?  disgruntled former workers?  people who thought they'd make an easy buck registering voters and found out they'd actually have to hump a little?

second, and most importantly, ACORN doesn't IMPOSE a quota system on their workers.  they just don't.
they don't hire somebody and say "if you don't complete X number of RV apps per day, you're fired".
because they understand the urgency in getting people registered by a deadline, they ENCOURAGE their employees to complete a certain number of apps a day.
i have done some voter registration over the last couple months.  20 legit apps a day is not a big deal, if you're focused.

why the hec should ACORN continue to employ people who aren't performing? working for ACORN, registering voters, is a job.  if you aren't doing the job, i.e., you consistently don't turn in completed registration forms, why should they continue to employ you?
it has nothing to do w/quotas.
