    This would maybe be a van that has equipment inside that could be used to see what phones / people are near by .
    I doubt that the FBI has the money to set up a nation wide system of cell site simulators .

      no a higher powered base station signal that the phone is already receiving will cause cellphones to try to register with it - the point of the rather long explanation. It is nothing fancy, the technique relies on the ordinary operating system built into the phones.

      Any nearer or rather more powerful signal from a base station "forces" the phone to send its IDs in an attempt to "handshake" with the base station. They have not invented anything new, they are just exploiting the way these phones work.
