    why is Mike Castle (R) the at-large congressman?

    Delaware has a habit of electing someone, then keeping them there for 30 years.

      which is why Carper's challenge of Sen. Bill Roth in 2000, and the fact that it was successful, was an eyebrow-raiser.

        I believe he was ailing and started to show his age. Couple that to the fact he was challenged by a popular former Rep./sitting governor.

        In fact, I believe some GOPers tried to coax Roth in to retirement so that Rep. Castle could have run for the seat but he wouldn't have it... result: pickup for the good guys.

      Mike Castle (69) - a former Governor of Delaware - is a highly regarded and well liked moderate Republican. This congressional seat is probably his as long as he wants it. The moment he retires it'll switch to our side methinks.
