    as required by MN statute.  They aren't specifically looking at undervotes, because they look at every single ballot.  You don't actually know how or if a vote was counted by the machine.

      In common law jurisdictions, prima facie denotes evidence that (unless rebutted) would be sufficient to prove a particular proposition or fact. In other words "guilty till proven innocent"
