When you get into power, you push programs and money designed to help those that elect you.  If you want to grow your party, you give programs and money to those you want to vote for you.  This isn't a new strategy.  Obama promised a tax cut and basically purchased the election.  Giving aid to the UAW, I mean Big 3, is simply giving back to those that elected him.  Now if he wants to create a larger party he simply needs to buy off more of the American population.  To do that, he simply bleeds corporate American and productive Americans enough to give that money in the form of programs and even cash to the portion of the public he wants to buy.  Universal Health Care could be a great idea for him in this regard.

The key is to make sure that same 95% he gave a tax cut to will clearly pay less per month for their health care.  To do that he can simply shove the entire health burden to the top 5% like he does with taxes.
