    But my point was that we need a Lt. Governor, like 42 of the other states. Ideally, the Lt. Governor would be elected on the same ticket (as they are in 24 states) so if the Governor dies or has to leave, at least the citizens are getting the same sort of policies they voted for. Right now in Arizona we do not have a Lt. Governor so the Secretary of State takes over...

      be making policy.  The legislature is supposed to be doing that and the executive is supposed to be good at execution (carrying them out).

        The constitutions and charters of states, counties, and cities differ on this.  Some have "strong executive" models, and others have "strong legislature" models.  A few, especially counties and cities, even allocate most policymaking authority to an unelected county or city manager, hired by the city or county executive and/or legislature.  In short, this varies widely by the jurisdiction and its constitution or charter.

        Napolitano was able to be a very effective check on the Republican legislature. Even if she is not crafting policy, she still ran on a platform and that platform should be continued by whoever follows her, since that is what the voters voted for.... is my point on this whole thing.
