    How did Florida beat so many other states counting the votes? It's a wonder what can be done when Katherine Harris ain't mucking up the votes.

      In Oregon, for example, the law is that the results get certified 4 weeks after election day, whether counting is done earlier (which it always is) doesn't matter...

        according to the legal procedure set forth by law. IIRC, Louisiana was the first state to officially submit it vote totals.

        The legal procedure for determining the offical count of votes in the election of a president, which of course is a federal psositon, is this:

        Each state must submit to the National Archives a "Certificate of Ascertainment," an actual piece of paper that lists each state's vote totals and usually provides the names of its electors for the EC.

        For all the nuttiness in 2000, Florida filed its certificate before 48 other states, many of which had no qualms about missing the Safe Harbor date in December.  

        Ironically, that date was cited in the Bush v. Gore decision as being paramount for Florida in its rush to get the votes counted by midnight of the day of the release of the SCOTUS decision.
