    provide a new threat to substitute for the defunct threat of Communism during the Cold War that induced other countries to allow the U.S. its economic misbehavior as the price of U.S. military protection -- and James Galbraith suggests in The Predator State that that has been the purpose of the war on terror, then false confessions demonstrating the existence of the alleged threat have advanced that purpose.  And antagonizing Muslims with atrocities have also advanced that purpose.
