    Agreed, both are great towns let down by unimaginative leaders.  I hate doing crises by textbook.

    I don't see Obama helping out the cities to any great degree.  There's too much on his plate, and it would be only a temporary fix anyway.

    Systemic change from taxes on labor and production to revenue based on community-created values can leave the poor and middle-classes alone, and prevent rent-seekers and other freebooters from looting the "Community Chest" that is site-based value.

    As it is, Baltimore has an effective total property tax double the next lowest jurisdiction.  Only connected and deep pockets developer get sweetheart tax breaks while poor neighborhoods have to shoulder more of the burden.  Philadelphia is similar. We need a rethink.
