    with a large investment of manpower, the sniper who was smart enough to either not wait around for law enforcement or to simply park and walk would be able to effect his escape?
    Don't forget the DC Sniper(s) was finally captured by a truck driver.

      ...so much as it is a dui/dwi checkpoint question--and it is one of the major arguments against dui/dwi enforcement by checkpoint.

      "emphasis patrols" are demonstrably better at finding dwi/dui drivers...and i wouldn't be surprised if "flooding the streets with units" in the immediate aftermath of the sniper incident we're discussing doesn't also make more sense--especially if you have a vehicle description from which to work.
