    ...just being there to answer the phone and pass the data to someone who can do something about it in a timely manner is sometimes just enough police work to get the job done--especially if you have a good relationship with a cooperative public.

    as the pomona example reminds us, checkpoints can actually damage that relationship...and might actually make the public less safe than they were before.
