    all of those "contract"ors have contracts and as such I would believe can be found in breech of those contracts. Maybe I'm wrong but I think the extent of gross negligence be so severe that it morphs from a civil to a criminal matter.

      From what I read, there's no way, either civilly or criminally, for "the government" to go after KBR and Halliburton for whatever they choose to do under the no-bid, cost-plus, open term contracts the Bush League "negotiated" with those outfits. Even if the "Justice" Department had wanted to do so. Will the diarist be tracking this litigation, to see if it gets dismissed on jurisdictional grounds?

        when I read about this crap happening and no one is accountable. Thanks for the info. I think I'll go sit in a dark room with some beverage and stew.
