    Obama has mentioned that he wants an overall tax system overhaul. If he and the Congress can overhaul the tax code in the second year of his Presidency - which would take effect in the third and fourth years of his Presidency - in which loopholes and tax shelters are closed, perhaps energy consumption taxes are implemented as a trade-ff for a progressive flat tax (I know, that sounds contradictory, but it's been discussed by progressive think tanks) perhaps the temporary lowering of payroll taxes might work.
