    the chart is giving total amount spent on administration, the parenthetical number is as a percentage of total healthcare expenditures, and the reason France and the US are so close is because here is because the chart number total includes insurers admin. costs only, as stated in the footnote.  Since 60% of our healthcare costs are covered outside of the private insurance system, and all of France's are inside their "private" insurance system (which in no way resembles ours) the numbers are close.  Is this the correct interpretation (I hope)?

    perhaps there's a better chart to illustrate the point...
