    occupying powers need domestic allies, and the criminal syndicates are the easiest to rent. you can't afford tgo keep them paid with on the budget cash, so it's supplemented by licensing them to export high priced items.

    The War on Drugs is $40 billion a year of Government waste.

      guilt is a very effective and efficient mechanism of control.  When a person is induced to commit a crime for which he is not prosecuted, everyone with knowledge of the infraction has a "hold" on that person.
      Ditto for a person who's provided with a favor, such as an official position for which he/she is not qualified.

      In all these instances, "gratitude" serves as a retainer in a very real sense.  The guilty or unfairly advantaged individual is "tied" to his/her benefactor and obligated to comply with directives at the risk of exposing him/herself to punishment for doing the "right" thing.

      I suppose this pattern is responsible for advice that people "look a gift horse in the mouth," suggesting that "benefits" be examined critically before they are accepted.

      The Bush/Cheney White House has been an example of this pattern writ large.  It was how the Department of Justice was suborned.  It was how the telecom corporations were subverted.  It is the standard procedure for organized crime.

      How do you tell a predator from a protector? The predator will eat you sooner rather than later.
