    For clarity, FY09 means October 1, 2008 to September 30, 2009. FY10 means 10/09 - 9/10 and so on . . .

      I admit I am still working on how best to do budget projections, so if you don't mind, I'd start with the projects, and from there we can figure budget.  

      I know the first step that has been proposed would be to test energy beam transmission, from something like ISS, to ATV or H-2 transfer vehicle.  I'd say make that your first term goal.  I know there was a proposed next step, but I can't remember what it is.  Finally, I'd follow up with direct beaming of energy from ISS to the earth.  

      I'd also focus on developing of cheap, reliable access to space.  Yes, I know this is a road we've been down, but if we can make cheap reliable space access a reality, so many possibilities open up.

        mentions $300 million per year.

        Working up to something that could be very doable from a political perspective but we won't be seeing actual power sat beaming by 2016 at that rate.

        Same with orbital fuel depots. There is a nice proof of concept mission using a Centaur and Jon Goff has terrific ideas for doing tests with suborbital RLVs.

        If we are talking about funding in the millions, I can support that also.
